Don, Although I haven't fished Lake Ontario for 2 years, I would highly recommend the waters East of Mexico point boat launch. In the spring, I would fish 10-12ft water off the boards for Browns and found it near impossible to keep the hooks in the water because the smallies were so abundant. I caught several 5 pound plus smallies off the nine mile power plant but I don't think that water is open to fishing anymore due to the restrictive zone around the plant.
